What Is Workforce Capacity Development?

The foundational premise
Organizations can have customers, equipment, facilities, capital, technology and market opportunity—and still be unable to fully execute their business strategy because they do not have enough of the right people to perform the work. A construction company without enough qualified tradespeople cannot complete additional work. When workforce availability constrains the organization’s ability to perform the work, labor is no longer simply an HR issue. It becomes a business capacity issue.
The definition
Workforce Capacity Development is the deliberate development of an employer’s ability to continuously attract, identify, engage, select, hire, onboard and retain the workforce required to achieve its operational, financial and growth objectives.
It is not simply the act of filling open positions. It is the development of an employer-owned workforce acquisition and retention capability that can repeatedly produce the human capacity the organization requires.
Headcount is not workforce capacity
A company can technically be staffed and still lack the capacity required to execute its strategy. Capacity means enough people, in the right roles, with the right capabilities, in the right locations, at the right time, who are productive and who remain. It has two dimensions: available workforce capacity—the people currently employed, skilled, productive and retained—and workforce development capacity—the employer’s ability to continually replenish, expand and strengthen that workforce as conditions change.
Not traditional recruiting
Recruiting asks, “How do we fill this position?” Workforce Capacity Development asks, “How do we build the system that continuously produces the workforce our business requires?” Recruiting remains important; it is one conversion function inside the larger system.

The employer should own the capacity
Traditional recruiting models can create dependency: when the engagement ends, much of the capability leaves with the provider. Workforce Capacity Development takes a different view. The employer should progressively build and own its Employment Value Proposition, employer positioning, candidate relationships, workforce data, selection intelligence, communication infrastructure and internal workforce knowledge. Outside expertise can help create and optimize the system. But the capacity belongs to the employer.
